Abstract：
China's current theory and practice exploration of project supervision bidding has not caused enough attention to the industry，reflected that in many places the project supervision bidding management approach issued before the implementation of Law on Bid Invitation and Bidding has not been revised，and some even copy the rules of construction bidding simply to project supervision bidding. The paper presents analysis on the several emphasis of project supervision bidding，that is the bidding conditions of project supervision and start-up time，tender qualification requirements and supervision fee criteria，project supervision bidding restrictions，is gradually formed for the purpose of the management approach of project supervision bidding.
