Abstract：
The differences between the grade-I temporary builder certificate and the certificate obtained through examination are not obvious on the aspects of builder's age, educational level and enterprise registration. Considering policy continuity and maintenance of level and efficiency of builder certification system, it is suggested that temporary builder certificate shall not be updated after expiration.
