Abstract：
The comprehensive decision of the project is mainly based on the balance of the three objectives on the quality, time limit and cost. Three control objectives interaction, mutual influence, there is a relationship of unity of opposites, and the big three control target balance is the key to the project comprehensive decision-making. Introducing the physical programming method, the project quality was established based on preference function-period-the cost of comprehensive decision model, through the preference settings, solving the preference function, the result will provide a scientific basis for comprehensive decision for project.
