Abstract:
With the constant expansion of the college construction, capital cost has become the focus of the university management. This paper discusses how to use “the Shuangquan Method” (i.e. “full education” and “all aspects of control”) to control project cost from the infrastructure manager’s viewpoint. From the determination of the design, construction team selection, procurement and supply of materials, construction process control, checking of pre-settlement illustrates, this paper explains the concrete application and the importance of on the design stage of “the Shuangquan Method” in the management of capital cost, and expatiates the whole process of dynamic control methods of project cost that is a combination of technology and economy. Combined with the characteristics of the university infrastructure, this paper stresses the importance of the “Sunshine Bidding”.
