Abstract：
This paper analyzed the risk and disadvantages of fixed lump sum contract price in subcontractor selection during basic design phase of international engineering EPC project. Based on fundamental principle of risk control, subcontractor bidding offer scheme and relevant bid evaluation method were proposed to combine general unit price and competitive rate together, successfully solving the difficulty of ensuring bidders to submit offer on the same platform and according to the same standard during basic design phase. Meanwhile, it also realized comparison and competition among bidders and equal and fair selection of optimum subcontract, to most effectively control the subcontract price.
