Abstract：
In order to generalize the Energy Outsourcing Type Energy Performance Contracts, we made investigations and data analysis according to its characteristics. With these investigations and analysis, we conclude that the best promotion methods is "led by government, guided by standard, monitored by data, guaranteed by scientific management and promoted by the formidable scientific research". Therefore, we put forward a novel promotion method, that is "Build a model college, ESCo Order, From the beginning to the end"
